Customizing Space Admin Privileges or Removing Ability to Assign Anonymous Privileges

Is there a way to customize the Space Administrator's privileges so that at no time the space could be made public by giving anonymous privileges to a space? or is there a global setting that can remove the ability for anonymous privileges to be assigned?

No, although I did work with a 3.1 installation when one of the developers had changed one of the core code files to stop people doing it. I think they just removed the "anonymous" section from the .jsp file that handles the space permissions page.
