I don't speak about the concept here but very pragmatically what is the feature I will get by using one or another.

From my experience, Atlassian mostly focuses on Goals (currently), but there have been some developments and plans related to upgrading Projects features.
Both of these are now, I believe, separate apps but they come Atlassian Home > meaning, with pretty much any Atlassian Cloud app.
Anyway, in our company, we use projects to track developments related to bigger implementations, and we don't have hands-on experience related to Goals. I've only set those up for demo purposes.
The biggest difference (from my perspective) is that projects are/should be tracked on a weekly level, while goals are updated on a monthly level.
As for each bigger project, we have weekly syncs, this feature is/was quite useful to use.
For some bigger milestones and company goals, I'd recommend using Goals, but it all really depends on how your company is structured and which processes and flows you have and use. 👀
Again, these might look quite similar from this perspective, but I believe some major improvements (at least related to Projects) are on the horizon.
Also, both of those are/should be integrated with higher-level apps such as Jira Align, Focus and Talent (Strategy Collection), so it might be worth taking that into consideration as well.
