Disable possibility of moving page to the space root

In confluence it is possible to move page to the space root, which make moved page invisible for users. It happens when user does not specify 'New parent page' option on the 'Move page' dialog:

Any ideas about how could I disable possibility of moving page to the space root?

I've created this improvement request for you: https://jira.atlassian.com/browse/CONF-28623

Unfortunately I don't have a workaround yet, but we might create one in the future. I suggest to vote and watch the improvement request for details on that.
