Disabling/bypass Confluence Mobile plugin (getting re-enabled)

Confluence Mobile plugin seems to have the irritating behavior to be re-anabled on restart/server reboot.. 
How is it possible to:
- Keep it disabled
- Disable at Confluence start
- Bypass via and Apache URL rewrite
- Any other ideas....
