If you give a guest user access to a Confluence space, does, can that user use the global templates you created to create a page?
Based on the permissions granted, yes they could.
If they have the ability to add pages then can.

If guests are able to access a space and have add page permission, the permission are the same as you grant users the add page permission.
So they will be able to use templates.
Using templates is not a separate permission in Confluence.
