I am building a cross-product knowledge base and am concerned about creating so many tags that the "Browse topics" list will become too cluttered/unusable. Has anyone had experience with not using tags, jettisoning the "Browse topics" list and instead driving users towards using the Search macro/global site search to find stuff?

This is possible for sure. If you wouldn't like to use tags, there's no problems with that. There are some advantages that are returned by using label as we can see here. However, I cannot see problems if you don't use them. You just won't be able to look for pages using key words that would be used on tagging.
