One of the documentation pages I'm creating is getting quite long. Can I create something similar to Microsoft Word's bookmarks and hyperlinks that allow the user to jump to a particular place on the page without scrolling back up to the top of the page and using the table of contents?

Have you tried anchor macro. You can use this to navigate to different sections of the page.

As @Srinatha T says, you can add Anchor macros to your page for the "destinations" of hyperlinks.
Then you can sprinkle hyperlinks in your document allowing users to click on them and jump elsewhere in the page. You may have to save the page (to make the Anchor macros "stick") and then edit the page again in order to use the anchors in a hyperlink.
