Does any one know what is the exact path for uploading/creating  okta-config-confluence.xml ?
This is for confluence On-Prem

Welcome to the Atlassian Community.

The file you mentioned is related to Okta's custom authenticator described on https://help.okta.com/en/prod/Content/Topics/Apps/Apps_Using_the_Confluence_On_Premises_SAML_App.htm

Okta's documentation doesn't specify where that file should be placed and it's location is defined in [confluence_webdir]/WEB-INF/classes/seraph-config.xml as part of the configuration process.
