Does the admin account count towards the Confluence licence limit?

I have a Confluence licence for 10 users–does that include or exclude the admin acccount?

To put it another way, if I had, say, 1 admin + 9 users, have I used up the 10-user licence limit?

For server version, yes

For the Cloud version, the system admin that Atlassian use does NOT count, but your owner/admin account does.
