I have all my product Documentation in Confluence pages , Is there a smart and easy way to build a User Guide/ User Manual from the Confluence pages instead of creating a new one.?

No, since user manual is also considered to be also a page. You can convert the pages to live docs, folder or to a blog. What do you consider to be a difference between a manual and the Confluence page?

I would suggest that a good way to re-use content from Confluence is with Macros - https://support.atlassian.com/confluence-cloud/docs/what-are-macros/
For example, you can use the 'Excerpt' Macro on a page about a requirement and then in the documentation use the Macro 'Excerpt Include'.
In this way, you write the content one time and can use it for different purposes, as well as having only one place to maintain the original information / the source of truth.
If you have a page about the requirement, and the requirement changes, you won't need to update the documentation page as well, as it refers to the requirement page.
