Edit Restriction to confluence-users is not allowing edit option for users in that group

I have given confluence-users edit access to a page under restrictions, but they cannot see the edit button. What am I doing wrong?

Have you checked the space level permissions on the page? If a group is restricted from editing anything in a space, giving them edit permissions on a page will not trumph the space wide restriction.

so restriction only works to lock down pages, not to grant page level edit permissions?

Correct. They need to already have the "edit" permissions for the space. There are feature requests out there to put in this functionality as it is terrbly hard to add edit for just a few pages of a space to certain people, but Atlassian has yet to implement these requests.
