What do you mean by "it keeps creating under this other specific user"?

Do you mean you are clicking "Create" at the top of the screen?  If so, that's the problem - that is page create, not space.  Personal spaces are created from the drop-down in your profile at the top right.

I can't find the personal space drop down on my profile on top right. Not sure why. I did try to create a page and it only allows me to pick 1 space which is that specific user's page instead of mine.
