One of our users is new and trying to log in. It ask to verify his account but user is not getting verification email from atlassian. Any ideas?

Seems like there was an incident which has affected notifications to many customers and it is still being investigated. Refer this link. You might have been hit with that issue.
Since your confluence is hosted on the cloud, I doubt the e-mail notification is not sent. My first troubleshooting step would be checking with the e-mail provider/server and/or verify with the user if there is any mail going to spam/junk folders.
