Email notification when Confluence Wiki space is created...

I want to create the new Confluence Wiki space and other space's users will be notified by email. Can I do it ?

No, you can't do this.

Notifications are only sent to watchers on page updates, and you can't add watchers to pages until the page has been created

You can add space watchers, but, again, this is only after the space has been created, and you'll find people ignore or complain about the flood of mail because they'll be emailed about every change in the space until they're removed as a watcher

The closest you can get to a notification on creating a space is to create the space and then @ mention the people you want to tell about it on the first new page, or when editing the default home page

Yes you can enable anonymous access on your new space and add others space users as watcher to the pages (before publishing) that you create in your new space. That way they will be notified by email on page creation and any other subsequent updates.
