Hey we have been experiencing this for minths now, but only figured out whats wrong about a week ago:
We have been supplying our external corporate partners with emails containing confluence external share links for quite a while now.
Lately for about a few months we started noticing that the emails with confluence links in them 'get lost' and never get deleivered. As all other emails to the same partners arrive ok, we did not understand the reason why we dont get replies on those containing confluence links, until we figured out that this is exactly the reason for unsuccessful email deliveries.
Anyone else has this kinda problems? What could be a solution?

Are the emails being sent from within Confluence, or are you sending the emails directly from your own email client?
If the emails are being sent from within Confluence, did the partners ever receive any of the emails?
If the emails are sent from within Confluence, and if the partners had previously received the emails, then it is possible that the email addresses to which you are sending the messages have been put on a suppression list in Atlassian Cloud. To find out if that is the case your Confluence Administrators can open a support case with Atlassian and provide the email addresses in the case. Then Atlassian can check if the emails have been blacklisted, and resolve the issue for you.
If you are sending the emails directly from your own email client, then the problem could be in either your own email provider preventing the sending of the mail, or your partners' email providers may be quarantining the emails. Also check with your partners to find out if they are checking their spam/junk email folders for your emails.
