There are a few ways that you can customize your issue collector. See Advanced use of the Jira Issue Collector for more details.
In terms of color customization, I am not aware of the way to do that, but we do have a feature request in order to gather interest:
You could try using CSS or HTML to customize what you see, but built-in, I don't believe it's possible. I have tagged your post so that Marketplace vendors will see and if they have any suggestions, they can let you know here.

To clarify, I believe what you're asking is that when a user submits a question via Issue Collector, then they're forced to choose an approver? Is this correct?
Keep in mind that approvers are specific to Service Desk, and thus the collector isn't designed to perform that task with Service Desk. In addition, issues created via the Issue Collector won't have a requesttype set and will cause issues with Service Desk operating correctly.
I would recommend using the Customer Portal in these cases rather than an Issue Collector.
