Evaluate new WYSIWYG contents?

I'm trying to create some rules based on whether or not a WYSIWYG field has content but have run into issues. The legacy WYSIWYG option triggers rules and will return contents, but the non-legacy field will not.

I've tried several methods (filters, some virtual functions, triggering a popup through javascript via a rule set to trigger when the user updates the field, etc) and nothing seems to work.

It looks like the legacy WYSIWYG will meet my needs but isn't as nice / functional for users, so I'd prefer using the newer version. We're running 3.18.2 data center version.
