Even though I have given only view access to a user but he is able to edit and delete pages and cmnt

I have given an Individual user to "View Only" access but he is able to edit or delete pages and comments.

I have given an group user to "View Only" access but he is able to edit o delete pages and comments.

Is there any solution to this problem?
