I would like to create a page that will collect a table of user entered items and send email reminders after a set period to someone. Is Confluence able to do something like this?

Confluence does not have any delivered functionality to perform what you are asking for. There are a couple of apps that might provide the reminder that you are looking for and they can be found here: https://marketplace.atlassian.com/search?hosting=server&product=confluence&query=reminder
You can add an expiration date to a page with the Better Content Archiving app:

Handy Reminder can help you set up notifications in Confluence. You can add it to any place on a Confluence page define the desired time, date, and repetition for your reminder. You can also specify one or more users to receive a notification.
