Generate a Email Hyperlink in column in table based on SQL

I want to create a hyperlink as Send mail in SQL query based on condition of Column

There is an column with Email Id.

Please help us to create a hyperlink based the email column with condition

So that in on clicking send mail it will open outlook or Gmail and then we can send the mail
