I was excited when databases came out thinking I could use that in conjunction with the guest users in Confluence to give them visibility into their tickets in Jira Software.
When I set up a database that imported tickets from Jira and sent guest access, they can't see anything besides the ticket number.
Is that expected? Is there any way to give guest users visibility on Jira tickets?

Yeah, this is expected. Confluence just visualizes/displays data (in this case from Jira), which you can access. If these guest users don't have access to these particular work items in Jira, they won't be able to see anything.
Now, regarding the visibility of items, you could set up public access to specific projects, but then items would be visible to all users on the Internet. Guess you don't want that.
Without giving those users a Jira license, I hardly think you'll get the desired result.
However, there's an open feature request which would probably cover your requirement: CONFCLOUD-72912: Allow guests to view Jira issues without access to Jira
If someone else has found a way to 'bypass' this, hopefully, they'll jump in here.
