Message Authorization failed. User is not licensed to use this application.

Description The server understood the request but refuses to authorize it.

accessing a link that was shared to me

That would seem to indicate that you don't have access to the Jira system. Are you able to access the Jira system to see other items?

Can you share the link with us?

You can obscure the part that shows the host name (between https:// and the next / ).
