This can happen when:

  • Confluence is run as a user who does not have full access to all the installation and data files
  • Your database driver is missing or inaccessible
  • Your security settings are blocking something (firewalls, unable to reach host, selinux etc)
  • It runs out of memory during startup (you should see a memory error in the log)
  • You've got a version of Java that is not valid for Confluence (or, possibly, one of the add-ons in it).  It's hard to do this if you've used the installer on a more recent version (and even harder to break it with an add-on), but it's worth checking the Java path it's running on.

Many thanks for their efforts and answers. I can fix the error by doing the following: "re-trigger the setup wizard"

  1. Ensure the application server (for example, Apache Tomcat) running Confluence has been stopped
  2. Delete the <confluence-home>/confluence.cfg.xml file

  3. Re-start Confluence's application server and then Confluence
