Hello !
I want to add 1 more column to existing 3 ones from layouts you can add when creating a page, and I cannot seem to find the function for this. Can you advise how I can do this in Cloud version?

When editing the page, if you place your cursor in the layout on the page, you should get a configuration bar at the bottom of the layout, similar to this:
You can select a different number of columns and then configure them. See this page for more information: https://support.atlassian.com/confluence-cloud/docs/create-and-manage-layouts/
I just add that a page can feature several layouts - for example, one can start with the standard one column setup, then insert a 2 column setup, then continue with a single column, and follow it with a 3 column setup.

It looks like I do not have the menu as above.
I cannot select how many columns this is all I have as presented options.
Is this something an admin can fix? To grant me access to select / add more columns? Predefined under layouts I only found max 3 columns.

@user1752237622491 This looks like the UI from before the change to allow more columns and resizing of columns in layouts. This was changed some time ago, though I cannot now find the article announcing the change.
Can you check with other users in your instance to see if they have the same experience? Your admin may be able to assist you with this or with opening a case with Atlassian Support.
EDIT: Oddly enough, I looked at this week's release notes after I replied and see the following (which I'm pretty sure was released a while ago):

We're introducing advanced layout capabilities in the cloud editor. You can create up to five columns, and use drag-and-drop to arrange content. This update does not impact existing layouts.
What's new:
Multi-column support: Create up to five columns in your page layout.
Drag-and-drop: You can create, remove, or rearrange columns by selecting the drag handle and dropping it where you would like to insert a layout.
Layout resizing: Adjust column widths to suit your content.

There are two UI variations now in the wild as Atlassian is transitioning users to the new UI but it does not affect features.
The update that @Barbara Szczesniak mentioned aside, three columns are the current maximum and you select from the variations that you see on those icons.
