There is no functionality in Confluene to export all content into a single PDF file.

Given the memory required to build a PDF from a few pages, there's no chance of exporting a whole site! 

Plus, for any useful Confluence (i.e. one with a good amount of information in it), a PDF export is utterly useless to your humans.
