How can I file a bug on syntax highlighting of Powershell in Code Blocks?

I tried filling a bug but get an error about my permissions.
The bug was about incorrect highlight of powershell in Code Blocks. It looks like this:

According to the message on the jira.atlassian.com, it mentions to open bug reports using the Support portal instead of that system. Once they open the bug report it will show up in jira.atlassian.com.
