How can I get Linkable Headings to work?

It looks like the new Linkable Heading feature should be available, but I'm not seeing this in my "new editing experience." I tried the steps below (on a page that shows new features), but I wasn't able to link my heading. How can I make this happen? Is the feature coming later this year?
