You can't. You can restrict who can attach files in the space permissions, but you can't "hide" the field.

Confluence doesn't have permission schemes, you do permissions in the spaces.

From that comment, I'm guessing your tag is wrong and you mean Jira? It's the same answer though - you can't hide the "field", just control who can add/remove them
