How can I limit who can click Submit on a page to go the next stage in COMALA workflow?

Is there a way to limit who should be able to click on Submit (submit transition) on a page so that it can go to the next stage in the COMALA workflow?

Thank you @Valerie Knapp . I don't want to limit editing, I just want to restrict who can click on the Submit button in case of a Submit transition in the workflow. 

The use case is that everyone can edit, but only one person can submit.
