How can I make highlights available to everyone?

If I highlight a text, nobody but me can see it. How can I make highlights available to everyone?

Can you elaborate on what you mean by highlight text? We have the Inline Comment feature in Confluence where you can select text and then leave a comment on it which results in a highlight on the text. This should be visible to all users that have access to the page.
