There is a possibility to switch off reactions for the whole Confluence https://support.atlassian.com/confluence-cloud/docs/disable-reactions/

How can I switch of reactions only for a concrete space?

Hi @Vladimir Cech 

This can only be on global level, otherwise users have the opportunity to disable it personally.

There is an open feature request that you can vote and follow, see; CONFCLOUD-74710
