I looked at the Audit report and it does not tell me which Admin added Confluence users. This addition has put us over our license count and I need to find out who did that. Can you assist?

I understand that the name of the user is not displayed, instead system is reflected when a user is added to the site.
The name of the user who did the action only appears in some cases. Depending on the nature of the log, it will be displayed that the System did it. See the difference:
I would like to highlight that the changes that show up as made by System are usually the ones done by site admins. In this case, you can contact the other admins to have a better understanding of why a user was added to a group. In the audit log, you can find the names of the users who were added/removed by clicking on Show more. Also, you can see the affected group as well.
Regarding the administrative logs, we understand that a feature like this could improve the value we deliver in our products, we have tracked it under a Suggestion ticket so our developers and product managers can consider the implementation of this function on a future product version, as you can see on the link below:
