User is a guest in Confluence space.
First page in space has jira project roadmap embedded via Confluence macro.
Guest user cannot see the roadmap or jira work item statuses.
Is there a way to enable this? Users should NOT be Jira Software licensed.
To view the roadmap I believe the user needs to have permissions to view the Jira project/issues. For a Confluence guest user not licensed for Jira, I think the only way to achieve that would be to allow anonymous access to view and search for issues in a project. I suggest discussing the security implications of allowing anonymous access before you proceed with that route.
An alternative would be to export an image of the roadmap, and attach it to the page instead of using the roadmap macro. Of course that has the disadvantage that the image may not always be up to date, and requires more user interaction to export and update the page to keep it updated.
