Within Confluence, it is acknowledged that Site Admins are a scarce resource and often hold administrative privileges across numerous spaces. To manage each space, Site Admins typically assign a Space Admin. However, Site Admins are apprehensive about granting Space Admins too much control over user permissions, as they fear that careless Space Admins may unintentionally grant admin privileges to inappropriate users, thereby jeopardizing the system's security.
We would appreciate your advice on potential measures to prevent Space Admins from inadvertently conferring admin privileges to users.

You can give product-admin access to the users who would want to configure the product settings. Product-admins will not have access to user administration, hence can't provide admin/site-admin access to other users.
