How do I add a label to a page with the new layout?

It was so much easier to add labels to a page with the old format.  I do not see an option to add a label to a page in the new layout with the floating bar

Hopefully they make this easier, but the way I found it was to go to the page details, on a PC it's ctrl-shift-i then in the label section use the + to add new labels.

Or, in the EDIT mode, click CTRL-ALT-A (CTRL-OPTION-A).
