How do I add anchor links from side menu to a specific paragraph on a page?

I want to link from a Contents menu list item that I manually keyed to a specific paragraph section within a page.  I think this is adding an anchor link.

When you say Contents menu list item, are you referring to the Table of Contents Macro?
