Looking for directions to amend the template to export to pdf and word. I want them to include a header, footer and page numbers but can only seem to find instructions for editing this for the export site feature.

Had you also considered using a third-party application to style your exports? If this is a possibility, we (K15t) develop specific apps for exporting confluence content to various file formats, including PDF and Word.
Our Exporter apps allow you to customize and style export templates which you can apply to your specific Confluence content during the export process. This means that you can generate an export in your desired look and feel. Should this be of interest you can read more about our apps via our website here.
Additionally, you can trial Scroll PDF Exporter and/or Scroll Word Exporter for free from the Atlassian Marketplace for Confluence Cloud, Data Center and Server.

The customization of headers and footers in Confluence PDF exports is indeed possible. This customization is in the PDF Stylesheet.
Here is how to reach the PDF Stylesheet:
1- Go to the desired page
2- Click Space Settings in the left-hand sidebar
3- Select the Look and Feel tab at the top
4- Select the PDF Stylesheet tab
When you reach it, changes can be applied using CSS. You can take a look into our documentation for further information:
As an example of a page counter you can use the post found here:
This will add the page counter at the bottom right corner of each page you export to PDF.
The PDF Layout settings only affect Space wide exports, while the stylesheet will affect single page exports.
