I can't find a manual or link on how to apply for a space without the global permission to create a space. I know I have done it before. Can someone help?

What do you mean by "apply for a space"? If you mean to create a space, then this is done with the global permission. Users are eligible to create personal spaces, if the confluence admin allow that. If this is enable, then a user can create only one personal space.

it seems that I don't have global permission to create new spaces but I was able to create a new space just a few weeks ago after I was sent a link for that. I can't find that link anymore. MY question is: Is there an option for non-global-permission-owners to apply for spaces?

Nope, there is no such option that I know of.
Maybe your confluence admin added you to a group that had the permission to create a space, and send you a link on where to go to create that space.

Ask your admin to add you to a group which has this global permission.
