How do I create a notification from a restricted confluence document.

I would like to have a user (who does not have access to the confluence page) be notified of a mention or task in a confluence page. I do not want to give that user view or edit access. Is there a way to do that without creating a Jira ticket. Is there a way to have the necessary info replicated to another confluence page?

@Aryeh Schwob The user will need to have access to the page in order for the user to receive notifications.
