How do I get access to the confluence-administrators group?

I'm teh Sdminsitrator for out instance of Confluence, but I'm not able to add myself to the confluence-administrators group. When I try I get an error:

Whoops!

Here is a list of things that aren't quite right:

• You are not allowed to modify memberships of the confluence-administrators group.

Is this an "On Demand" Confluence? If so, then no, you can't change the confluence-admin group.
