I have a user who is getting an error message "Not Permitted You are not permitted to perform this operation". When researching, I found that whenever anyone that does not have a can-use permission tied to log in to Confluence, they will be presented with that page.
The fix is to add that user to have a can-use permission, or add that user into a group that has a can-use permission in the Global Permission page, only accessible by Confluence admin.
However, I am an admin and I can't add that user to have a can-use permission or add that user into a group that has a can-user permission in the Global Permission Page. I don't have a Global Permission Page option. Does anyone have any suggestions?

Sorry that wasn't helpful. The point of the link to the article was to provide details on how to get to global permissions via
General Configuration > Global Permissions
to be able to see what users/ groups had global can use permissions as your screen shot is showing space permissions
Also the link was to show the roles your account would need to have to be able to see global permissions i.e. Confluence administrator role
If your account cant get to global permissions it would seem you do not have at least confluence administrator role and you would need to check if there is another admin for your confluence instance
