I have a relatively large set of disabled users within my Confluence server instance. I would ideally like to remove them but am unable to since they have previously created content. As an alternative merging each disabled user in to a generic account would really tidy up my administration - is there any way to do this?

Unfortunately it isn't possible to be achieved. I believe that a possible workaround for it would be changing all disabled user names to communal one.
For example, try renaming all of them to "Jon Snow".
That way, you would know that everything created by a Jon Snow user would refer to a inactive user, even though there would be more than one.
Please note that two users cannot have the same username, but they can share the same "Full Name" field.
