I have turned off the 'Learn the Basics' Tutorial Panel/Popup.

How do I turn on this 'Learn the Basics' Tutorial Panel/Popup again please?

I believe that if you've dismissed quick start completely, you won't be able to get it back. However, you could use in-product help, where you should see suggested articles based on where you're currently located, or you can search for any relevant documentation.

👉 Additionally, I recommend checking out official Learning courses. When it comes to the Confluence 'starter pack,' this one is usually recommended for beginners to check out.
