I have created all the documentation in confluence.
I would like to know the following:
1)how do i link it to JIRA to create a workflow,
2) if there is a choice of documentation in one of the steps (eg. to use Documentation A in scenario A and Documentation B for scenario B), how do we add this choices to the one of the steps in the workflow?

Workflows in JIRA weren't designed to trigger what you are trying to achieve in your case scenario.
Workflows are very powerful and a lot can be done by adding post functions or some Marketplace Add-ons. A workflow is an issue "life cycle" until it gets closed. The different transitions it goes through until it gets done.
You can add a link to your Confluence Documentation from a JIRA project, however I am afraid that you can not have the workflow do what you are looking for here.
