How do i successfully migrate my Jira/Confluence Server to cloud with the following challenges?

The Present Jira/Confluence Instance server is totally decommission. Cannot be used or powered on. I have a clean back up of the DATA. however i was going to use the migration assistance App which i cannot obviously use with the server down. My confluence data, pages, space etc are very important. I can't lose them. Same for the projects and every data i have in Jira. My confusion and question  is how can i make use of the backup or restore the back in the cloud? without losing and thing and gaining full functionality.

Welcome to the community. 

In the cloud, there is an option to import a server backup, so this will probably be the only way to get your data into cloud. 

But if you have only backups from the built-in backup, all your attachments will be missing, because they are not included in the backup. 

Another way may be to setup a new server, import your backup there and then use the migration app.
