If you are just a plain user of Confluence and someone asks you if they can join your group, you need to direct them to an administrator, but how do you find that out if you are not an administrator yourself? I looked through Confluence and I saw no information about who has what permissions.

Best way is to contact them. If you are not an admin, then you can't really know who are they:
<yoursite>.atlassian.net/jira/contact-administrator
I found that page and submitted "Who are you?", but I immediately received the question as an email (Subject = "New message from Contact Administrators page"). Does this mean I am an administrator? How would I know if I was?

My list of Settings start at Configuration, so I am not an administrator.
