How do you use web resource context?

I have a number of JS resources I am trying to load. Previously on Confluence 6, I could declare a separate context and have just the extra JS loaded along with atl.general context. 

 

After upgrading to Confluence 7, all of the JS in atl.general seem to be ignored if a velocity template is using any other context.
