How does @mention search users in database?

Hi, we want to understand the expected behavior of the @mention feature better and I can't find a definitive answer. I've read https://confluence.atlassian.com/conf62/mentions-902074680.html as well as other pages about mentions. We're using Confluence server 6.2.3.

It appears that the @mention search box searches full names (display names) and usernames, but not email addresses. In addition to searching the user list in the database, it also searches the searcher's network and local browser storage to prioritize the list. Is this correct?

It appears that the People directory search searches full names, usernames and email addresses (all three).

Example test, we have a username jane.doe@example.com, whose email address has been changed to jane_doe@example.com.  When mentioning Jane, we can @mention her using Jane Doe and jane.doe@example.com, but not by using jane_doe@example.com. But we CAN find jane_doe when using People search.

Most of the time the username and email are the same, but not always. We want to understand the difference between expected behavior and something that might need further troubleshooting. Thank you in advance!
