How many users can have read only access to Confluence with a 10 user license?

With a 10 user license, I assume only 10 users can create content in Confluence. Can others have read only access?

With a 10 license, exactly 10 personalized users can be created in the confluence.
Of course, if 20, 50 or more users log in with the same account, that doesn't matter for the license. is pointless in terms of right management.
The number of anonymous users is also not limited.
