How to Create a User Profile Display Macro

I'm wanting to create a new macro that displays user profile data, and their profile picture in a specific format. Can this be done outside of Forge? I've found a couple of existing apps (the closest being Aura user profile cards) that get me close to what I want, but not exactly and I can't customize their layout.
